Charles F. Barker, P.E.

Mr. Barker has 25 years of experience in
the maritime safety and security field, with an emphasis on
national and international regulatory compliance issues. He
provided safety and security design and consulting services for
the New York City DOT ferry division, in conjunction with their
new ferry acquisition project as well as the existing ferry fleet.
This 19 million passenger per year operation include the highest
capacity (6,000) passenger vessel in the U.S. fleet. Mr. Barker
also is the Vice-Chair of the ASCE Transportation Security
Committee, providing guidance to the transportation security
efforts of this 120,000 member professional society.
Mr. Barker served 20 years in the U.S.
Coast Guard, with assignments that included Port Security field
leadership positions, as well as vessel design analysis and
national/international marine standards development. Mr.
Barker was project officer for development of the Coast Guard’s
“Ports and Waterways Risk Assessment Guide,” participated in a
partnership with the Passenger Vessel Association (PVA) to develop
risk analysis tools for small passenger vessels, researched and
wrote a report to Congress on the cost and effectiveness of a
proposed towing vessel inspection program, and developed responses
for numerous Coast Guard and NTSB accident recommendations. Mr.
Barker served at Coast Guard Marine Safety Offices in Philadelphia
PA and Mobile AL, where he was responsible for facility and vessel
security assessments, casualty investigations, material
inspections, and environmental compliance enforcement activities
on container ships, oil tankers, bulk freighters, passenger
vessels, offshore drilling rigs, and a variety of other merchant
vessels. Mr. Barker spent four years at the US Coast Guard’s
Marine Safety Center (MSC) conducting structural, stability,
structural fire protection and arrangement plan reviews for US
flag merchant vessels.
