A certified Project Management Professional (PMP), Jim Kemp holds a Bachelor’s degree in Physics and a Masters degree in Management of Information Systems.  With nine years experience in the planning and support of system development for Bus, Rail, Police, Paratransit and Passenger Information operations at New Jersey Transit, the Nation’s largest provider of state-wide bus and rail transit services, he is an acknowledged leader in the development and integration of innovative mixtures of old and new technologies to provide reliable, maintainable, fault-tolerant, cost-effective solutions to complex business problems.

Mr. Kemp led development of NJ Transit’s first comprehensive strategy for coordinated identification, evaluation and integration of ITS technologies.  He implemented an automated passenger counting and data analysis system that is considered the most advanced in the Nation.  Intimately familiar with transit operations, both bus and rail, skilled in business analysis, organizational planning, framework development and project management, and with background in a wide range of managerial and technical fields, he brings a unique mix of business savvy, management skill, operations knowledge and IT expertise to the capital program and system development process.

Additionally, having served for two years as Security Officer of the Navy’s AEGIS Combat System Engineering Development Site, and for five years on active warships, he is both knowledgeable and experienced in security assessment, risk management, emergency preparedness, incident response and business recovery planning as well.

In 2002, Mr. Kemp founded the “Certified Project Management Group”, a part-time consulting firm focused on eliminating the roughly 80 percent of project failures that are due more to inadequate planning than to improper execution.

Jim is a member of the Project Management Institute, the American Society for Quality, and the Vehicular Technology and Computer Societies of the IEEE.
